2020 RULE PROPOSALS (APPROVED)

PROPOSAL #1 (revision) –

American Finals Rodeo

Current:

8. For a Stock Contractor to be eligible to bring stock to the AFR,
stock must be either owned or under a signed lease to an approved Stock
Contractor and have bucked under a signed lease at either three (3)
straight APRA rodeos or five (5) APRA co-approved rodeos. The Board will
have the authority to amend this ruling if an agreement cannot be
reached with the Stock Contractor for the finals. The financial
agreements with the Stock Contractor must be on par with the previous
year.

Proposed:

and all accrued fines must be paid in full, or fine amount will be
deducted from Stock Contractors AFR proceeds. Stock must be either owned
or under a signed lease to an approved Stock Contractor and have bucked
under a signed lease at either three (3) straight APRA rodeos or five
(5) APRA co-approved rodeos. The Board will have the authority to amend
this ruling if an agreement cannot be reached with the Stock Contractor
for the finals. The financial agreements with the Stock Contractor must
be on par with the previous year.

PROPOSAL #2 (revision) [2 locations in rule book] –

Rodeo Secretary

Current:

23. Each Contestant will pay an additional Two Dollars ($2) Finals Fund
and One Dollar ($1) Awards Fund at each rodeo. The Rodeo Secretary must
send money to the APRA office, and log on report the amount of money
received, when they send in the approval fee.

Proposed:

23.  Each Contestant will pay an additional Three Dollars ($3) Finals
Fund and One Dollar ($1) Awards Fund at each rodeo. The Rodeo Secretary
must send money to the APRA office, and log on report the amount of
money received, when they send in the approval fee.

Entry Fees

Current

#2.  All Contestants will pay an entry fee. In addition to entry fees,
all Contestants will pay the following: $6.00 for Central Entry System
charge; $10.00 per entry for Stock Contractor Fee; $1.00 for Year End
Awards; $2.00 for Finals Fund. In the Team Roping, the Stock Contractor
Fee will be split equally ($5.00 each) per man. All Stock Contractor
Fees are based on a per entry basis, not per Contestant. Contestants
whom enter as a Local will be charged an additional $20.00 for their
entries _(see LOCALS for additional information). _

Proposed

Rodeo Judges

Current:

4. Certified Judges must attend one (1) clinic every two (2) years.
Qualified Judges need to attend one (1) clinic every year until they
become certified. A new Judge who has attended an APRA Judges Clinic and
has passed a written test will be deemed a Qualified Judge. Once a
Qualified Judge has served for a period of two years and has judged ten
(10) rodeos, they may then submit a written request for consideration to
the APRA Office Headquarters to be reviewed by the Judges Commissioner
(and/or Executive Officers) for promotion to Certified Judge status. At
the discretion of the Judges Commissioner (and/or Executive Officers),
an individual may be “grandfathered” into a Certified Judge status
(individual must submit a written request for consideration to APRA
Office).

Proposed:

4. Certified Judges must attend one (1) clinic every four (4) years.
Qualified Judges must attend one (1) clinic every two (2) years until
they become certified. A new Judge who has attended an APRA Judges
Clinic and has passed a written test will be deemed a Qualified Judge.
Once a Qualified Judge has served for a period of two years and has
judged ten (10) rodeos, they may then submit a written request for
consideration to the APRA Office Headquarters to be reviewed by the
Judges Commissioner (and/or Executive Officers) for promotion to
Certified Judge status. At the discretion of the Judges Commissioner
(and/or Executive Officers), an individual may be “grandfathered” into a
Certified Judge status (individual must submit a written request for
consideration to APRA Office).

Rodeo Stock Contractor

Current:

29. The Stock Contractor will be certain that all contract personnel
(Judges, Secretaries, Timers, Pickup Men, Contract Performers, Flagmen,
Announcer, Bullfighters (Clowns), Barrel Men, etc.) working their rodeos
are members in good standing and have met all necessary approval
standards. Failure to do so will result in a One-Hundred Fifty Dollar
($150) fine to the Stock Contractor for each unapproved person used at
each rodeo (Approved contract personnel list is available on the
official APRA website).

Proposed:

29. The Stock Contractor will be certain that all contract personnel
(Judges, Secretaries, Timers, Pickup Men, Contract Performers, Flagmen,
Announcer, Bullfighters (Clowns), Barrel Men, etc.) working their rodeos
are members in good standing and have met all necessary approval
standards. Failure to do so will result in a One-Hundred Fifty Dollar
($150) fine to the Stock Contractor for each unapproved person used at
each rodeo (Approved contract personnel list is available on the
official APRA website).  At co-sanctioned events where APRA is first
sanction body, APRA personnel lists must be exhausted before non-APRA
personnel can be requested, and approved, by the APRA Office.
